Is that the voltage of the alternator when running ie like a volt meter? What is a normal # for that?

No, that is the voltage that the ECM is seeing coming into it, and being interpreted to internally. It's a significantly lower value than what's at the back of the alternator.
The value the ECM sees has gone through some connections, and a good bit of wire to get to the ECM, so it's suffered some loose by then.

I've finally got my electrical system peaked to it's max (perfect grounds, relocated. all new grounds wires, and battery cables with Caspers kit), and finally a 200 amp alternator, feeding a 4ga charge wire directly to the battery.
The BAT indications on my scanmaster are generally very steady in the 13.8 range, and when fully loaded (A/C, readiator fans, headlights, brake lights, etc), it will now only drop to about 13.4 (used to drop to the high 11's with the regular charge wire and weak alternator).
