Bob Bailey’s two-step. I used this for about eight months, no issues works great. I upgraded to the TR6.

Is this complete? Are installation instructions included?

No worries brother. Yes, the two step is complete and comes with instructions as seen in the first photo. Additionally, I have no issues if you want to call me. I will be more than happy to walk you through the install phase, very easy and works great.
