About a month ago I bought a rebuilt stock turbo from Limit Engineering through Kirban Performance. After it was installed I noticed that the boost did not come on strong at all from a dead stop or from any RPM for that matter. Everything checks out and I'm stumped. Is this a bad rebuild? The turbo did not come with a warranty card but I believe Kirban said 90 days. Any input is appreciated.
 
how much psi of boost is it set at?
 
Pull the down pipe off the turbo observe the carbon print on the wastegate puck. If it's not sealing off the port it will be lagging.

How much tension are you running on the gate?

double check that you have the plastic 'y' in the rubber hose pointed in the correct direction. you will not get maximum boost if it's backwards.

Well, here's a wild guess........gonna throw this one out there!

Wondering if your turbo originally had a Garrett .63A/R Exhaust Housing and possibly rec'd a rebuilt turbo back that has a Precision .63A/R Exhaust Housing?

Seems like this could be an explanation.
 
As far as the rebuild, your turbo is not smart enough to choose to work or not. If exhaust is turning the impeller (freely spins)
it will produce boost......Follow what everyone has said and you will find the culprit.
