boost problems

just got my turbo back on after being rebuilt and taken up to a 49. the problem is when i get in it, it climbs about 4 to 5 pounds to high for about 2 or 3 secs then settles to where i set the boost at and will stay there like it is supposed to. all vac. lines hooked up right, cant figure it out any ideas??????

Sounds like a sticking wastegate? Maybe a leaking vacuum line going to the wastegate?
