All it does is bleed off the signal going to the actuator, increasing the boost. Disconnecting it will actually lower the boost. I run a hose from the turbo to the wastegate. The ECM has no way of reading boost, the chip has a duty cycle written in it to guess an increase. It is a guess. Turning in the wastegate rod can cause overboost, and the ECM can not take boost away. Just because a chip has a boost level written on it, it doesn't mean it will automatically make that boost.
