Boost stuck at 20 psi. Wont go up or down. External GN1 wastegate with RJC Controller.

Use to be set at 26, now capped at 20 except on occasion can get it to spike to 23. RJC controller is adjusted all the way now and no change. Wastegate broke? It's from 2008 and has about 40k miles on it. Or RJC broke? Can they even break? Can't find any exhaust leaks.

Does the WG puck swing full stroke with no resistance? Might have some carbon build up keeping it partially open.

External, can't tell and really not even sure if there is a puck in those or how they work really. Have to remove it I suppose, but even then I don't know how to fix it or even if it can be fixed.

Externals have a spring loaded valve. I thought the RJC boost controller was an added control to the stock internal WG?

I apologize, I posted this too soon. It was weak spring in Rjc boost controller. Unhooked it and boost went up. Stretched spring and boost is higher now. Will order new spring tomorrow. Thank you so much for the responses.
