Code in the BSTC doesn't ramp the wastegate solenoid as much more of a slam it on and off type thing. 
Not sure how many chipmakers do this these days so it may or may not help spool depending on what chip you use.
Built into the BSTC no spool up adjustments for the user.

Adjust the TPS setting so it comes on sooner. Seems to help on my cars. I set mine at about 1/4 throttle.
