Can't control boost....

I was trying to dial in the boost on my car via ATR ext. wastegate and the lowest I can get it is(WOT) 17psi in1st and 20 in 2nd.once I saw the boost approaching 20 in 2nd I let off.(pump gas;EGT@ 1630).The thing is I have my boost controller(bleeder type) set all the way down and the ATR gate screw 3 threads in.Shouldn't the boost be super low at these settings or is my gate shot?All wastegate hoses are intact and ziptied.What gives?TIA

Your car is at the point of flowing too much air. Search the board with your problem, there are a few others out there with the same symptoms.
