Can't get into cell 13 w/ extender chip

I'm trying to access cel 13 so I can change my wot tcc & I can't get there. According to the instructions for the extender you have to have key on, ac on & car in park. My scanmaster stays at cell 12. I've checked the fuses under the under drivers dash & none were bad. I've tried using a jumper wire @ the condensor & still nothing. Not sure what to check next???? BTW, I also can't access cell 15 which also would require the ac to be on, so I'm thinking that it may have something to do w/ ac??

Thanks for your help, I solved the problem by running a wire from the positive on the battery to where the light blue wire in the ecm went in.
