Is the short block of a carbed 3.8 turbo engine the same as a 84/85 short block? Block,crank,rods,etc?
 
along the same lines....is a 84/85 block and heads the same as a 86/87?? and what are the casting numbers of each?

Heads are. Block aint. Heads are 8445. 84-85 block should be 4290 and the 86-87 block is 109. All numbers are the last digits of the casting numbers.

Actually 83 is probally the best year for the carb turbo. Only because it was the first year that Buick got serious about installing turbo spec pistons. The 82 and older engines just use NA pistons with a different dish. The turbo spec pistons are the heavy ones with the reinforced pin area. BTW the 83 uses the same piston as the hot airs. If you can score a complete hot air long block than that would be good. The hot air cam is a little "hotter" than the carb turbo one.
 
from what i understand, the 109 is the best block to have but is it that much better than the 4290?

and what about the crank differences between the 84/85 turbo crank and the 86/87 turbo crank?
