Recently bought a chinese crank (stock stroke). At machine shop right now being miked. How consistant do the main and rod journals need to be to be acceptable as a Std/Std. Don't want to turn a brand new crank to .010/.010 if i don't have to.

You have to trust your machinist or get another one.
 
You need to get your bearing clearances. Then you can decide if the crank needs to be turned or not. You might be able to split bearing sizes to get the right clearance though.

I have seen some non buick chinese cranks have the bearing clearances vary 0.0015 from front to back. This would be unacceptable for your buick and you would either have to try some plus bearings are recheck or turn the crank. Turning the crank doesn't mean that you will get the right clearances though, the machinist will still have to know what he is doing.
