I think you're waaaayyyy off there. Every drag racer, street racer, motorsports fan, etc. is wanting this to happen.

One thing is for sure, if you look at the 2008 NHRA schedule:

Notice the Sept. 11th - 14th TBA open spot? That is for an inagural event that I hear is allocated to Speedway Motorsports. So if they don't let Bruton build his $60M complex here... He will go elsewhere with it!!
