Confused with RJC Boost controller

Hello, I was having work done to my car the other night when I was asked about this controller that's installed in my car. Is there supposed to be stuff inside it? All it appears is that it's a metal shell. I can blow right through the controller with no restriction like there is nothing in it. How does it control anything if pressure just goes right through the device?

I was able to get a hold of RJC racing so my questions are answered. Looks like I am missing pieces from the inside of my controller. RJC didn't have any spare pieces.. Anyone here happen to have any?
