If you are torquing the large bolt that holds the hub ("balancer") on, it is torqued to 200 ft/lbs. I use an inpact on it. If you are replacing just the pulley, then hand torque is all that's needed. They are not a critical torque. I only use a torque wrench on rod, main, and head bolts. I use the calibrated elbow (and the clicking arthritis) to tighten everything else. 'Course I have been tightening nuts and bolts (over 1,000 some days) for 25+ years. Nothing wrong with using a torque wrench on everything, though. We use a certified torquing device on EVERY bolt in the aviation world.
