Dash vent help needed

Until I can sort out why the air blows out the defrost and floor, but NOT the front dash vents, what position do the 2 flaps have to be in to blow out the front vents ? I'm not interested in the vacuum solution at this time....
 
Not what you asked for, but -
the default position when the vac. isn't working properly is to blow the air out of the defraust vents.
The floor vent flapper originally had some foam stuff on it that made it seal. I gave up on mine and covered it with duct tape.

check the vacumn hose behind the coil pac.had the same problem.
 
Also, the vacuum diaghram for the vent doors is under the dash on the drivers side mounted on the heater box. You can check there to see if you have vacume to that point. Vacuum is how it operates, unless a door is stuck?
 
I popped out the 2 center vents and put a stick inside to prop the door open..I found a handful of cracked hoses under the hood ...Its been in the upper 90s the last couple days..I will do it right real soon.. :)
