No that is not quite the case. The DFI will read whatever the O2 sensor is measuring. If it is in open loop mode then it will control the air fuel ratio to stay at or around 14.7 to 1. If it is doing that the O2 readings will stay in that range.
It is a cause and effect deal. The DFI wont read higher than 800 from the O2 sensor only because it is controlling the A/F ratio to begin with.
Once you go over that open loop threshold the DFI uses whatever value you have placed in the fuel map.
