Do you recommend knocking out the tab on the rear drums to take a feeler gauge measurement for the correct drag for cooling after doing the rear brakes or just going by how snug it is when you slide the drum on?

Just get it so it is snug when you put the drum on. It should rotate but have a little drag. the rear brakes will self adjust.
