Has anyone had a problem with the fuel return line and vent line being close to down pipe on frame? What kind of distance should I have with a 3". Has anyone tried covering the lines on the frame at that point.

My down pipe is right next to them. But I nolonger use that return line. I have -6 return running down the drivers side

I just moved the lines to the top of the frame rail (little adjusting & re mount tie down) no cutting, then heat wrapped the down pipe at that area.

Heat shield products sells a wrap that goes around the lines and has velcro attached. Its 1/2 inch ID and they sell it in a 3 foot long length. I ordered this for the fuel lines near the down pipe. Also odered some 3/4 ID for the oil line near the header, and some 2 inch ID for the radiator hose. The 1/2 ID is good for other wires near heat sources also. I noticed melted wire loom on my 02 sensor wire, and on some wires near the driver side header also.

A simple piece of aluminum or steel with 1/4" gap on both sides is adequate for NASCAR. A 3" gap is more than enough for a turbo short burst car. Do not worry about it. You're fine.
