I have 14.2 volts going into the ECM (measured where the orange wire goes into the ECM). This stays constant, but my DS is reading anywhere from low 11/s to mid 13/s. Has anyone had this problem? Also is one of the connector at the bottom of ECM (where DS connects) a signal for battery voltage?
 
DS doesn't read any voltage directly. It samples the voltage inside the ECM, reads the digital value on the main data buss.
 
As usual, Dave is right. DS just reads the same place the ecm uses to store the battery voltage.

The important thing here is DS is showing you what the ecm "sees" as battery voltage. If you trust your voltmeter then find out where the loss is between the battery and the ecm. Don't overlook the orange wire's connector (near the battery). I just had to change mine.
