It depends, if HC is coupled with high CO then it is possible that the mixture is too rich, but if HC is coupled with real low CO, then you may have a misfire situation or lean or ignition. Please provide all the readings when asking a question like this, because all the emission gases affect each other.
 
Ok, Here are my numbers from last year's inspection:


HC 0.80
CO 7.0
NOx 0.64

since you are running an open loop chip, are those emissions readings without a cat? If so, You'll want blms near 128.
 
Then take a little fuel out of it (with a fuel pressure adjustment)
 
I failed my test two times, and I had a cat and the Turbotweak emissions chip. The third time I turned the fuel pressure down, so the car barely ran, and it passed right away. I turned it down past the point where the computer could compensate.
