engine problem won't rev past 2500 rpms under load please help

I need somebody with extensive GN engine knowledge and experience I'm having a big issue with my car running. so I have an 86 GN that I just recently rebuilt the motor and transmission I didn't go crazy just basic bolt ons slightly bigger came, bigger turbo, exhaust, intake, e85 excetra the car drives absolutely flawlessly in town under normal driving conditions but anytime I want to get on it, the car will only go up to 2500 to 3000 rpms before it cuts out and bogs and won't go any farther it feels and sounds like its hitting some kind of rev limiter of sorts I've tried everything I can think possible to fix it and nothing has helped. please help me thanks!

reset the cam sensor at 25degrees after top dead center on the compression stroke , you may have it on the exhaust stroke
, also check the crank sensor clearance

What does the tune look like? If its going pig rich under boost it won't run.

Valve springs ? What's the seat pressure ? What kind ?
