Not for stock location where the sealing face is vertical. For turbo saver where its level yes if using a disposal type filter I fill and let it sit for a bit and let the element soak and wick and then fill it back up to the base of the start on the internal edge of threads and spin er on.
I now run a K&P filter that has a SS mesh and its fill and go ...no soak up compensation and I can always inspect the the filter.

I do. Every filter , every time. Horizontal or vertical. I don't completely fill the horizontal ones all the way though.

Isn't it kind of messy to prefil a horizontal filter.

FWIW With the turbosaver I do prefill since it hold about a quart

I also put oil in it every time, even stock location. Fill it half way and rotate it around while on its side, the guts wick up most of the oil and screw it on. Let it sit there and it will dump, but not if you keep the oil rotating in the filter itself.

Think of it this way, with it even partially filled you run less risk of not getting oil to the right locations and damaging the engine.;) Years ago I was changing the filter on a Buick 350 that had a ton of miles on it. I did add some oil to the filter and on start up it didn't show pressure right away. We suggested that the pump needed rebuilding and add a HV kit while we were at it. Customer just told us to start it and let it sit for 5 minutes.o_O It finally showed pressure but that's not something I want to happen to my vehicle.:D

I fill mine about 1/2 way and roll it around to saturate the inside before putting it on. Very little leaks back out.

I usually intall it dry, pull the fuel pump fuse, the turn it over for about 10 seconds 3 times, put fuel pump fuse back in, crank her up and i have pressure right away. Hopefully my method doesnt hurt anything.

No as long as you build pressure it should be fine. I roll oil into the element prior to install, pull the orange wire and crank until oil pressure gauge shows a few psi. No clatter on start up.

Stock location here. I fill it 3/4 full and just wipe down any that spills.

Is that orange wire near the battery?
What happen if I crank while disconnected.

I was always taught to fill, as well as smear some new oil on the rubber rung.
So - sorta fill mine juuust up to and a little bit over the top where it can bubble and I can lap some oil on the rubber.
Not sure if it makes any marked improvement on the seal or not - just old school.
Then - I just work fast and wipe it down after.
