The engine is in the car, and every sensor that I can find is hooked up; but I have a large problem.

The bads:
-Fuel pump doesn't kick on when I turn the key to "ON",
-Starter doesn't go when I turn the key to "START",

The possibly related issues:
-Most electronics inside the car are seemingly getting no power (seats work; Oil/Choke, Volts, Water Temp, Brake lights light up, digital dash lights up). Stereo does not come on. Interior lights do not come on.
-Headlights, tail-lights, turn signals, etc. all work.

What else might be relevant: The car is digital dash, the harness is from an analog car.

What should I be checking?

Thanks in advance guys!

All your fusable links good? Does the check engine light come on when you turn the key on?

Did you install and check and the fuses in the fuse box

Fuses in the fuse box all look good from what I can see.

Check engine light does not come on when key is turned on. I'll recheck the fusible links. I don't have a lot of experience with these, what's the way to check/replace them?

forgot one of the wires at the starter?

Nope. The 3 coming off the harness are on there, and the battery wire is on as well.

Thanks for helping me diagnose this guys!

EDIT: I swapped ECMs with one I had used before, and now the fuel pump will kick on; though I have a leak at the bottom of the FPR. I'll fix that before I continue

I did forget to mention (though I'm not sure it matters): The vast majority of the HVAC system of the car has been removed. No blower, no condenser, etc.; some behind the dash bits are removed as well. Essentially everything that was even mildly easy to access has been taken out.

Some of the wires on the passenger side dash area have been severed; though only ones that I could see were directly connected to the A/C & blower systems. Possibly I made a mistake here and cut an unknown important wire?

If anyone has a good chassis wiring diagram, that may be especially helpful!

What conditions would make the starter not want to fire?

Our cars are equipped with a function to not start unless in park or neutral, right?

yes, there is a neutral safety switch. Grab the collar on the steering column and twist it which ever way it moves when you're moving the shifter to park and then see if it'll start. Or just move the shifter to neutral and if that doesn't do it try some positions close to neutral. If that doesn't do it you could check to see if your starter went bad.

it really sounds to me like one of the starter wires is not getting juice, whether its a fuseable link that is blown at the wire (touching the heat shield maybe?) or if its just that the wire is broken internally etc.... there is one wire down there that would send power to the starter and fuel pump and a host of other smaller things although im not sure of its color.

I took the starter off this morning, went and got it checked at Advance; it came back good. I came home and put it back on, with the wires rechecked (and supremely tightened).

The car cranks, fires, and starts now. Also, I think it was hungry, because it ate my serpentine belt.

Thanks so much for the help guys!
