Is a forged crank necessary or would a stock girdled crank be fine for a 10 second car possibly dipping into the 9's? Also, could I use a stock balancer and flex plate with a internal balance forged crank?
 
The weak link in your rotating assembly is the pistons, not the crank. Many guys are running the stock crank / rods with a girdle and billet main caps with no issues. A popular piston upgrade are JE pistons. Check out the rjc website. I believe Jason Cramer runs the stock crank AND rods and dips into the 9's.

I would not use a stock crank anymore with the forged units out there for the money. Yes you can use stock flywheel and balancer if the assembly is externally balanced or you zero your stock stuff.

I don't absolutely know,but suspect that the forged cranks of today are not what they were 10 years ago. The blanks are all Chinese, and the machining is usually done here. A Metallurgist or a machinist might have an insight into this.Given the problems I regularly have with Chinese parts, I am skeptical of that country's ability to control the quality of it's exports.
As a result of my skeptcism, I would personally stick with the stock crank.If you go with billet steel caps,arp bolts, and a girdle, it'll handle 9s. Balance it, of course. Rods are good to go into the low 10s. Pistons are best forged I personally run cheapo Sealed Power, they will be OK.Good luck with your choice!
 
There are already Eagle(off shore) cranks in the low 9's with no problems in Turbo Buicks. The majority of aftermarket cranks are made offshore including the ones(Eagle, Scat, etc.) for the LSx series of engines and there are some brutally fast ones out there with these cranks and they are holding up well. There are quite a few high 9 second cars with stock cranks. People have done without girdles but I am sure a girdle would be a good idea. Tuned right the stock parts hold up well. I had a mid 10 sec car a couple of years ago that had the stock 155k mile crank, rods and pistons with no problems at all.
