ok we tried to hook up to my powerlogger and it wont respond, even tried my ecm and nothing, but my car runs great.IDK other than complete harness issue.

Your missing power or ground to the ecm.

Do you have a dvm or a test light?

I figured it was a ground issue bc it has power

The ecm is grounded to the motor.

Is it possible a ground wire on the back of the motor was un hooked?

Check continuity between the ecm case and the motor.

It is in pieces he has the harness mostly installed so I said to start with grounds

ECM grounds

There should be 3-4 ground wires on the right side of the engine just below the the AC bolted to the bracket along with the battery ground strap. Also if it's an 85 there is a ground strap bolted to the driver side rear head. 84's do not have this ground.
