Governor, speedo gears change and affect on shifts?

Hello guys,
Building a 2004r for my '69 chevelle.

What happens if I use an other than orange 11 tooth GN gov gear as far as WOT shift points?

A tooth with more gears (governor driven, speedo drive) would slow down the governor and have higher WOT shifts correct?

However I would need a smaller 10 tooth/29 tooth combo. This would make WOT shifts at a lower rpm correct, due to the governor reaching rpm quicker and centrifuging the weights at a lower engien rpm and output shaft speed....

Running 3.73's and 26" tires. Thanks
 
That`s what I thought too

Take another look at it the Gov driven are the same (the small end) the large end is the speedo drive with the different tooth count.

Tires

Are your tires exactly 26"? You have the same setup as my z28, except 26.6" tires, and I run the 31 tooth driven for near perfect speedo.
