GTA Wheel cleanup help needed.

the wheels on my TTA have crap all over the chrome outter ring. I have tried Mothers Chrome Polish and Eagle1 never dull with no results of getting this crap off.
So whats the next step? Its more than just dirt, its like its caked on there.

its most likely the clear coat going bad u can strip the wheels and then polish the outer rings with buffing wheels u can get from home depot then your ready to refinish the wheels use automotive paint ti will hold up the best
