Depends. If I remember right, and it's been so long since I've used factory headbolts, but I believe the factory items come with sealer already on the threads. I've always used ARP bolts with ARP sealer/lube on the threads and under the head. On the most recent one I used ARP sealer on the studs too. But yes, most or all of the bolts go through to water so they need sealer.

The best way I have found to seal bolts or studs is to use silicone sealant. The threads in the block and on the studs or bolts MUST be CLEAN. Brake cleaner works great. I use something small to smear a thin coat inside the threads in the block and also on the bolt or stud. IMO silicone sealant works better than the teflon pipe dope that I used for years.
To try and answer your original ? Yes, all the bolts MUST be sealed. Go to any local GM dealer and get a 6 pack of Cadillac pills. Install 2 BEFORE startup. Best of Luck
