Help decoding VIN 87 Turbo T

Ok here goes the car I'm looking at is missing the RPO code sticker due to a rear end crash years ago. Car is an 87 Turbo T with gray interior astroroof. The weird thing is the owner has owned the car since three years old and it has black bumpers and a Buick emblem on the header panel. I originally thought it was a WE4 but to my knowledge they didn't have any chrome Buick emblem on the nose??? He stated that when he bought it from the Buick dealer in 1990 it had the black painted bumpers all black out trim and the emblem on the nose.

Post a pic of the cowl tag.....but without the RPO sticker....it's gonna be tough to be 100% sure.

Guy said he'd take 17,500 for the car with 71k original miles. It's beautiful I'd just like to know if it's a WE4 or not? I may buy it regardless but I just would love to know if someone swapped off the front bumpers if they were chrome before he bought it?
