If its not going up under boost it could still be bad. Mine would got to 43 but not higher. New gauge and now goes up 65. What DP are you running?
 
3.5 inch stainless, dont know brand. I bought the car, but have no history.. i will post pics tomorrow.

Why do you shut off the pump? If the switch is "hidden" would make a good theft deterent.
 
Your fuel pressure should raise are your rpm and boost goes up. But if its been setup for more boost it should go up regards of fuel cuz u will the detonate and retard timing to try to compensate for this. Check ur in cab controller in cab. I had a in cab vacuum one it was terrible to turn up unless I opened it up a lot. In cab vacuum controllers are not very good. If u want in cab u needs a electronic 1 that doesn't run vacuum that long
 
Double check the fuel pressuer with a different pressure tester. The pressure should be set to 43 with the vacuum line off and then drop to about 38 with the line on. When you go to boost the pressure should raise 1/1 with boost. Your regulator may be bad. Try a mityvac to pressurize the line to the regulator and see if the fuel pressure rises 1/1. Sounds like the car sat for a long time. There could be issues from it sitting with the fuel pump/wiring/lines/filter/regulator.
 
I will try above suggestions later today. Fist thing i did to the car, was replace tank, FP, lines, filter, and put in a wire kit to FP. Found a box in trunk with receipts, Conley of Houston did most of the work, tune..

Good start on the fuel system. I'ld concentrate on the pressure and regulator. Even if it's not the reason the boost is not as high as b/f, it's important to verify you have proper f/p.
 
As has been suggested a bunch of times on here, try cutting out the in car tuner and running the hoses tuner style. Directly from the boost fitting on the turbo to the wastegate. That would also be a good time to inspect all the hoses for leaks.

Other thing to check for is exhaust leaks. You would probably hear a leak big enough to limit boost to 10psi but doesn't hurt to check.
 
There was a recall on Walbro pumps about 4 years ago. If u bought a Walbro maybe you got a bad one.
 
Since I unplugged the direct scan from the rear of the ECM, should I have connected something else back?? Again, i didnt do anything to keep it from spooling or linked to the turbo..

You could pull the hose off the gate and stick a bolt in it. Car should spool to infinity with no pressure signal. However that means you could blow it real quick too. Take a controlled cautious run up the street with all eyes on your boost gauge and see if it will go a little over 10 psi that way, let up at 15 for sure.
 
Injectors are 60lb high impedance. I ran a hose from the wastegate straight to the turbo, STILL would not boost past 8/9 psi. Put a plug on the turbo and wastegate, still nothing.......urrrrrrrrrgh.. she pulls smooth and hard to 10.. but that is it. The fuel pressure rises with the boost. Now what????
 
Im trying to think why just replacing chip and inj would affect boost. Is it possible a leg of chip got bent ? or chip damage? Re inj, perhaps theres a leak on manifold side o-ring of 1 or more inj's. It is real easy to damage those o rings or not get them seated well. Good luck.
 
Your wastegate may have a weak or broken spring or Diaphragm. May want to check that out. Did you put the bigger turbo on or was it on there when u bought the car?

Might sound dumb...check to make sure the turbo is bolted to the header. Ask me how I know.
