YES, i am in Houston, very near Clear Lake, by Hobby. If you help, i will fire up the pit.. :-)

I have not noticed any fuel leaking around fuel rail or manifold.

I have pried against the wastegate where it seals against the DP, the spring feels strong. Maybe the diaphgram..

Vacuum hose to the wastegate look new, did you replace them? Explain how the boost controller is connected. Where does the controller get its reference...turbo is connected to the top port on the wastegate.

I have replaced hoses.

From what i can tell, its a loop. I assume the signal comes from below the wastegate, exhaust side..?

To the incab controller, and back to the top of the wastegate / turbo.

Try the Mitymite to pressurize the actuator.
 
Pressurize the wastegate 12lbs and see if it holds. If the diapham has a split in it it won't hold pressure.
 
So reading back over this, the only things I can think of that would limit boost like you mentioned are exhaust leaks and pressure leaks. Its possible that there is some electrical malfunction which is why everyone STRONGLY recommended a scantool.

Next step IMHO is to disassemble hard parts to make sure they are functioning properly. If the wastegate is stuck/seized, it can limit boost like you state but you said you were able to move the rod/valve. Still might be a good idea to pull it and verify that it moves with pressure (applied to bottom port) or vacuum applied (to top port). What does the exhaust wheel look like? Remove the downpipe and take a few pictures.

Does this set up use the vac line from the turbo with a "y" connector. The y has to go a certain way or it will not boost over 10lbs, if I remember correctly, on a stock set up.
 
Steve, he's running the vacuum lines "tuner" style, not using the stock setup.
 
Don't get frustrated and make holes in the sheetrock...:)

If you get to the end of your rope and want to "throw" parts at it, let me know. I have enough in boxes around here to build another engine.
