HELP: high fuel pressure, 72# at idle

Im having a serious problem and anything will help. My pressure gauge is reading 72 #'s of fuel pressure at idle. I have installed a RA fuel pump, 93 street chip, 009 injectors, and a FPR. Now, I've checked to see if there is any restriction on the return line and there was none. I swapped the gauge with a buddy's gauge, and still read the same. I reinstalled the AC Delco FPR, and it only dropped to 60#. Also, when i rev the car, the fuel pressure drops, pretty unusual. What else can it be? I need so me advice on what to do. Thanks

There are only 2 realistic causes..
1. Blocked return.
2. Faulty FPR. [#1 could be internal to the FPR]
A.The blocked return could also be that you have switched the lines around at the hose connections at the tank.
Blowing air thru the lines only tells you that they are not 100% blocked, and "may" dislodge the obstruction.[I doubt it, in this case]
B. The return line has a liner failure, and is blocking some of the ID.
Being that the psi is 70#, indicates that at least part of the fuel is getting back to the tank, as the 340 should have an internal relief value higher than 72....

Troubleshooting:
A. Go back, check the sequence of the 3 lines at the tank.
B. Look CLOSELY at the hose that is at the frame/engine connection.
A sure check is to run the return directly out of the reg, to a jug...
