Help Me With Boost Creep

I have my wastegate hooked up "tuner" style with the boost outlet on the turbo connected directly to the wastegate.

Boost hits 13psi down low and creeps to 16-17 at the top of each gear.

I have a TE60, modified stock actuator (1 year old), TH downpipe, and 3" dual exhaust. I also run a Max Effort chip.

Can anyone point me in the right direction to eliminate this?
 
Do you know how big your wastegate hole currently is? My guess is it needs to be ported out to match the larger puck on the THDP.
 
I have added springs to pull the wastegate tighter and slacked off the adjustment rod to compensate.
 
Check the size and shape of the wastegate hole in the turbine housing. Many times, this is a straight sided hole with sharp corners on the inside. Ideally, a sweeping radius on the inside of this hole will flow a lot more air and will reduce boost creep. Do this first and if the problem isn't solved, slightly open the wastegate hole size. Don't go too big, too soon, because you could run out of travel on your stock actuator if you take it out to THDP puck size. You wan't the hole to be only as big as it has to be. Too big and you'll need an HD actuator, or hang helper springs on it as Vernon mentioned, not too eliminate boost creep, but to get your boost up to a reasonable level.
 
I know it sounds crude, but can I port the wastegate hole while the turbo is mounted on the car? I could stuff the hole with a rag or something like that. What have you guys done?
