Help with smiley-face chip? Anti theft won't let car start.

My buddy's battery died. When he bought the car he thinks he remembers the guy telling him how to "disarm" the anti theft thing, but he forgot how to do it. Is it this chip that wont let the car run? How do we get the car running again? PM me if the info isn't supposed to be public.

Says "BS057BIF Antitheft extender"
