No, they need some kind of loaded chamber indication, magazine retention and have to pass an official certification.
This means the manufactures have to pay to certify the guns before they can sell them.
Most companies don't want to spend money to add the features and the have the guns "maybe" certify.

Wow, yeah that is lame. Glad I'm in the Gunshine state. Funny thing is I'm sure there are plenty of illegal guns in Cali sold on a daily basis privately that nobody knows about. Another reason why all these restrictions are a joke and do nothing, but stop the law abiding citizen from having the same gun that a gang banger has.
