I got into my car this afternoon, and I was surprised to see that when I started it it was idling at 1525 RPM with O2 Voltage constant at 933 mV. Even when driving the car, the O2 would go no lower than 919 mV, but when idleing, it was constant at 933 mV. I can't figure this out, its driving me nuts. I haven't done anything to the car since converting to vacuum brakes, and I've driven it since then with no problems. I can't figure it out. What gives?

Sounds like you popped a vacuum line off somewhere. Follow the vacuum lines off of the vacuum block of the top of the Throttle Body. Might also be a cracked vacuum line, hopefully a close visual inspectioon will find it.
