humming fuel pump

hey guys.. my car is stock mostly. the only thing that is not is the walbro fuel pump and hot wire kit.. after driving around for awhile, i can hear the fuel pump humming loud enough to notice, louder then normal. i was wondering what could be causing that and can i fix it? my stock fuel pump did the same thing. i never run the tank on E i try to keep it above a quarter tank. i also replaced the sock filter where the pump is and also the fuel filter under the driver side door. my tank is kinda rusty but no big particles, just little ones. i cleaned it out the best i could. any advice would be helpful.

is the black sound dampning on the outside of the pump? its night and day difference with it on and off.
