I hope its not the motor

I got my motor in and tryed to start it but nothing, i tought the bat was dead but its a new bat thats not it. I had the motor turn over a few times pretty slow but it would not start. So i tryed some more and it seems like the starter would not turn it over or the motor is to tight. what could this be i have good volt but it seems the starter is weak, it worked good before it was off the road for a week or two.

I hope its the starter and not the motor

make sure the ground wire from the batt. to the motor is ok..
