IAC inop?

I think my IAC is not functioning properly. You change some of the settings with no effect on idle. I unbolted the IAC and watched the motor for any movement when cycling the key form off to on. No movement at all. What is my next step for checking voltage or proper function. I have tried 2 seperate IAC motors.

Two methods

Just unplug and unscrew IAC. I installed a Angle Boss to re-angle the IAC. Nice piece.
