IAC resetting preocedure doesn't work

I just installed my rebuilt engine and my IAC is pegging at 175. Went through the resetting procedure about 10 times and it starts low and quickly moves up to 175. The changes I made were Champion Iron heads with ported Intake with the EGR blocked off, however I still have the EGR solenoid hooked up. Tried pulling the plug on it and plugging the vacuum lines, still the same outcome. I also tried resetting the ECM by disconnecting the power to it. Anybody have any ideas? I must be doing something simple wrong. Thanks!
 
Yes I cleaned the one IAC and the other one was new. The throttle body was totally cleaned and I now have the 45 degree angled IAC positioner. No crud inside.
 
Unplug the harnessto the AIC, turn the key in run position...dont start motor. Check with a meter and see if your getting 12v to the connector. The pins in mine were not making a good connection.... hope this helps, Dave
