Some may not believe this but I worked in a 1,300 inmate county jail for 11 years when this fad began. Through the corrections grape-vine, the fad was supposed to have started in the early 90's in the California prison system. Those male inmates preferring company of other male inmates would wear their pants half off or baggy to convey that message.
