Looking a a speed pro data log, I noticed that my first to second shift is 5700 rpm and I would like to raise it to 5900 - 6000 rpm to get more out of my power band. The second to third is right at 5950 rpm (I do not use overdrive in the 1/4 mile). The trans. has a billet 1-2 servo that was custom made in 1995 by Don Wang and a Art Carr shift kit. I might have one more click on the TV cable before it will start to restrict the throttle opening (I know it should be self adjusting but mine is not).

The fact that your 2-3 shift is right on the money actually complicates things a bit. That's because any changes to things like the TV system or the governor are global and will affect all shifts.

In order to change your 1-2 shift point only, you'll need to make a valve body change such as a slightly stiffer 1-2 throttle valve spring.
 
Thanks Greg, I just pulled the transmission so that I can get the stall increased in the torque convertor. This would be a good time to look for a stiffer 1-2 spring.

I have fine tuned shift points by removing the 1-2 shift spring and installing a small washer before reinstalling the spring. It is guess work, time consuming, and messy.
I would try a .030 washer, should be close to what you want.
