Their stuff is not bad. however they went out of business a couple years ago after the founder left. Rick Head now runs Exile Turbo you can contact him through the following address.

They good for high 11s.

only high 11's ? form what ive read precision turbo is the only turbo with dual ball bearings ... meaning a ball bearing on both sides of the shaft.

Depending on the turbine wheel this should be a high 10 second turbo IMO.
There is nothing magic about a TE45 or PT64E both of which are easy in the 10s.
