Is my stock turbo really bad?

I had thought my stock turbo was going bad because of the oil in the up-pipe and intercooler. Though, maybe I'm wrong?

Heres the situation..

My car was using oil. Enough to get a blue tint to the exhaust when I revved. I checked my up-pipe and intercooler and there was obviously a lot of oil getting blown in there. When I cleaned out the intercooler today I used alcohol. I put in about a half gallon and mixed it around and emptied it out. The alcohol had a brown tint that suggested there was some oil in the intercooler.

Anyways, when I checked the impeller play on the turbo it seemed fine. With a lot of effort I could move the wheel up and down about 1/16" but I couldn't pull it in or out. The shaft would spin easily too. Does this sound like a turbo going bad? It would pull 22-24lbs of boost easy when I stopped driving it.

What do you think? I've already bought a new turbo that's on it's way, but what should I check when I remove the old turbo? It might still be good for all I know....
