Is This a Non-Locking Torque Convertor?

I'm buying an '86 GN, and the guy doesn't know if the TC is the lock up type or not (the car is in pieces at the moment). So he sent me this pic. Looks like a 9"...non lock-up? See pic:

I agree it looks like an Art Carr 9" non lockup to me.

And so if it's a non locker, I'll be in the market for a lock-up type. I guess I should stick with a modified stock TC? Or is there a sweeter (non $600+) lock up style?
