Base timing was set 25• ATDC when I first got the car running

FWIW: Are you referring to the cam sensor timing setting?
That does not really adjusts ignition timing as normally refered to.

Yes it was when I set the cam sensor. 25• atdc on compression stroke I watched #1 piston rise completely
