Looking for the owner of this T-Type

I know this is a long shot, but does anyone know who the owner of this car is? I'm not even sure what part of the country this is, but I'd like to get some info on the car, specifically the suspension and wheels. I found the video on youtube and I haven't been able to contact the guy that posted it. If anyone knows, please PM me or hit my e-mail, turbopig@bex.net.

IL plate....maybe Diaz's car?

Oops...just listened to the video..Not Diaz's car. What's also odd is that does not look like IL at all despite having IL plates.

Looks like maybe Florida with the palm trees and all. There's some info on youtube that says the rear wheels are 18 X 12 and the fronts are 18 X 9. 12 is pretty big, could that work or would it need to be mini tubbed?

edit: Oops, you probably weren't talking about the plates
All the clay tile roofs let me know it wasn't IL.
