Ok followed all of vortexbuicks trouble shooting guides and I feel like from all the info its telling me my ECM is bad but no spare ECM to try but they to refer to circuit 423 and circuit 424, can anyone help trying to "locate" these circuits? Maybe wiring schematic? ETC. Thanks I am just fed up trying to fix my car.

You could get a ECM from your local junkyard ( off HA ECM upgrade list.) Swap your chips over and that will give you a working ECM. Should be the Same ECM as the 87, I believe.
