my boost control bites!!!

my boost is never the same it just plain sucks. sometimes it will be 19 others it wont go past 16. it spikes in first gear to like 22 comes down to 16. if i have it set at what i think is 17 first will spike up to about 21 second will go to about 15 then third will setle at about 20 then down to 16 or so. i have an adjustable WG actuator and Cottons manual bleeder, with teh EG solenoid bypassed. why does my boost do this i want to set it somewhere and it stay there. i cant play with the boost casue i never know what its gonna do, and i have a autometer boost gauge. i was thiunking about buying the ported elbow with the bigger puck or something? thanks for any ideas.

some of the WRX guys are having accuracy problems with the autometer guage. 'twas mentioned it read -1 Hg with the engine off? Dunno if that's the case here, but thought Id mention it. Been studying up on the boost control thing too! I too am on the quest for quick, sustained, solid boost 'till the limiter. -Chuck
