my headlights won't work

I recently got an '84 T-type from a guy in California. He claims to have traded a guy for it so he doesn't know much about it. Anyway the headlights don't work, and it looks like someone had been messing with the wiring. I was told that this car didn't have any relays for the lights when it was stock. But I see relays here and there so maybe he installed them. I checked the fuses, I checked the switch. Any advise anyone can give me?

have you done the basics like track all the power leads with a volt meter from the switch to the lights also check the grounds just remeber that its real simple start with the basics

Also check the lights themselves first. I know it sounds crazy but I have had both lamps burn out at the same time before.
